Keene’s Downtown Infrastructure Project Kicks Off July 6

Following the Fourth of July celebrations, visible work is anticipated to commence with Liberty Utilities starting the gas line replacement on the western side of Central Square.

The commencement of the Downtown Infrastructure Project in Keene has been scheduled for July 6, according to information shared by city officials during the inaugural monthly forum called “Coffee and Hard Hats” at the Transportation Center on Gilbo Avenue. This new initiative aims to keep local business owners and residents updated as construction progresses.

The gathering attracted numerous downtown business representatives and community members interested in learning about the extensive $26.06 million renovation, which aims to enhance Central Square and parts of Main Street over the next three years. 

In early May, the City Council approved a contract with Casella Construction, a firm from Vermont, to manage the project that involves the replacement of the outdated water, sewer, and stormwater drainage systems beneath the downtown streets. This undertaking also includes the renovation of sidewalks, public spaces, and streetscapes.

Following the Fourth of July celebrations, visible work is anticipated to commence with Liberty Utilities starting the gas line replacement on the western side of Central Square. Completion of this phase is expected prior to Casella Construction taking over to initiate the water infrastructure updates and the larger construction effort. The Public Works Director noted that the initial phase, concentrated on Central Square, will extend through Thanksgiving.

During the forum, attendees were introduced to crucial personnel tasked with managing communications throughout the construction phase. An engineering firm, Greenman-Pedersen Inc. (GPI), will oversee daily management tasks, including coordinating contractors, conducting inspections, and engaging with property owners.

Moreover, George Downing was identified as the project’s ombudsman, who has already started outreach efforts to meet with business owners in the affected areas. His responsibilities include relaying updates about the construction progress and addressing any inquiries or concerns from local businesses.

City representatives emphasized the importance of registering for the project’s email updates to stay informed on construction timelines, alterations to traffic, parking changes, and utility work details. It was highlighted that thorough communication would be prioritized as construction schedules are finalized.

The project is structured into three major segments, with the first phase focusing on Central Square this year. Temporary traffic management measures will be implemented, and signaling systems will be replaced throughout the construction site. Although primary work hours will be from 7 a.m. to 5 p.m., some nighttime activities may be necessary for utility adjustments to limit disruptions for businesses.

Concerns from local business owners about deliveries, parking, and access for customers during the construction period were acknowledged. Project officials communicated their commitment to collaborating with businesses to find solutions as specific impacts become clearer.

Additionally, project information binders containing schedules, maps, and other relevant resources will be distributed to local businesses, with updates issued periodically throughout the project's duration. The subsequent Coffee and Hard Hats session is slated for July 8 at 9 a.m., which is an hour earlier than the current month’s meeting time, responding to feedback from participants regarding business opening hours.

Ongoing monthly meetings are planned throughout the construction phase, designed to foster an informal dialogue compared to the typical City Council meetings. This infrastructure project is anticipated to extend through 2028, with city officials underscoring the dedication to effective communication with businesses and the wider community.
