The project is being backed by $3.6 million in grant funding from the Vermont Department of Mental Health.

The Vermont Agency of Transportation is leading the effort, which would rebuild about 1.25 miles of roadway from the north side of Veterans Bridge to the roundabout at Exit 3.

Carrie Cullen Hitt, a PowerTransitions spokeswoman, said the company had already shelved earlier ideas for a data center and a solar installation.
